Retiree coverage is available through the Southern Illinois Laborers' & Employers Health & Welfare Fund as follows:

Plan C Retiree Benefits

The Trustees have established a retiree plan. The plan is available for eligible retired members and their eligible dependents through the self-payment (direct contribution) provisions of the plan. In the event a retiree becomes entitled to Medicare prior to attaining age 65, Medicare becomes the primary carrier. When a retiree attains age 65, he/she is no longer covered under the retiree plan.

The direct contribution notices will be mailed to all qualified retirees/dependents on a quarterly basis at the last known address as shown on the Fund's records. It shall be the obligation of the employee/dependent to make the necessary timely payments to maintain eligibility, and the fact that such notifications were either not sent by the Fund Office or not received by the recipient shall not extend the time for making such voluntary payments.

A retiree is eligible for the Plan if:

  • He qualifies for a pension under the Central Laborers' Pension Fund; and
  • Has been continuously eligible under the Southern Illinois Laborers' & Employers Health & Welfare Fund for a period of:
    • Five consecutive years immediately prior to the retirement date; or
    • Seven out of ten years immediately prior to the retirement date.

Plan A Retiree Benefits

The Trustees have established a retiree plan. The plan is available for eligible retired members and their eligible dependents through the self-payment (direct contribution) provisions of the plan. To be eligible for these benefits you:

  • Must have been covered by an active plan at the time of retirement;
  • Must be receiving a full pension qualified by IRS;
  • Must be between the age of 53 and 65 and ineligible for Medicare; and
  • Must elect coverage when first eligible and coverage must be continuous and uninterrupted.
